CONTINGENCY PLANS AND EMERGENCY PROCEDURES
Title 40 Code of Federal Regulations Chapter I, Subpart D
Facilities which handle hazardous waste must develop Contingency Plans and establish emergency response procedures which are appropriate to the operations conducted at the site. The Contingency Plan is essentially a description of how the facility will come into compliance with 40 CFR Section 264.50 to Section 264.56 which address the following elements:
* Applicability
* Purpose and Implementation of the Contingency Plan
* Content of the Contingency Plan
* Copies of the Contingency Plan
* Amendments to the Contingency Plan
* The Emergency Coordinator
* Emergency Procedures
The Contingency Plan must contain at least the following elements:
A) A description of the actions personnel must take in response to fires, explosions, or any accidental release of hazardous waste.
B) A description of the arrangements agreed to by local police departments, fire departments, hospitals, contractors, and state and local emergency response teams to coordinate emergency services.
C) A list of names, addresses, and phone numbers (office and home) of all persons qualified to act as an Emergency Coordinator.
D) A list of all emergency equipment at the facility (i.e. fire extinguishing systems, spill control equipment, communication and alarm systems, and decontamination equipment).
E) Provisions for evacuation of facility personnel where there is a possibility that evacuation could be necessary.
