Under OSHA (29 CFR 1910.120),
employers whose employees perform clean-up operations at uncontrolled
hazardous waste sites or whose facilities are permitted RCRA TSDF
facilities, are required to prepare and implement a site Safety
and Health Plan. The plan must provide procedures to identify,
evaluate and control safety and health hazards, and provide for
emergency response for hazardous waste operations. This document
must include the following:

An
organizational structure. |
 |
Present
the tasks and objectives of the site operations and the
logistics and resources required to reach those tasks and
objectives. |
 |
Definitions
of each work task and objectives and identify the methods
for accomplishing those tasks and objectives. |
 |
Describe
site safety procedures including risk assessment, monitoring,
PPE, site control, decontamination, spill containment and
confined space entry. |
 |
Describe
employee training. |
 |
Describe
the site medical surveillance program for all employees
who are or may be exposed to hazardous substances or health
hazards at or above the permissible exposure limits set
for those materials. |
 |
Describe
the site's emergency response plan and all emergency response
procedures. |

EMERGENCY
RESPONSE AND CONTINGENCY PLANS
Under EPA (40 CFR, Subpart
D 264.50), any facility who has hazardous materials on-site, must
prepare and implement a site-specific Contingency Plan and Emergency
Procedures document. A copy of the plan must be maintained at
the facility and be submitted to all local police departments,
hospitals, and State and local emergency response teams that may
be called upon to provide emergency services. The plan must include
information on:

Provide
lists of names, addresses and phone number of named site
emergency response coordinators and personnel, including
alternates. |

Procedures
to response to any fire, explosion or unplanned, sudden
or non-sudden release of hazardous materials to the air,
soil or surface water. |
 |
Arrangements
with local police, fire departments, hospitals, contractors
and State and local emergency response teams that provide
emergency response at the facility. |
 |
Provide
lists of all emergency response equipment, spill control
equipment, and decontamination equipment, and where these
materials are kept in the facility. |
 |
Describe
the evacuation plan and procedures for the facility. |

CUSTOMIZED
AND GENERIC CHEMICAL HYGIENE PLANS
Under OSHA 1910.1450, the
Laboratory Standard, laboratory facilities (as defined by the
regulation) are required to prepare a written document that describes
company policies concerning the protection of workers from hazardous
materials in the laboratory. The written plan must include the

INJURY
AND ILLNESS PREVENTION PROGRAM PLAN
Under California Assembly
Bill 198, employers must establish and implement an "Injury
and Illness Prevention Program". This program is the foundation
of a new standard, based on Senate Bill 198, which went into effect,
July 1, 1991. Employers may believe that their already established
safety programs fully comply with this standard; however, the
regulation (codified in Title 8 of the California Code of Regulations,
Section 3203) has very specific requirements which employers must
meet.
One of the requirements
under SB 198 specifies that the Illness and Injury Prevention
Program must be written. The following topics must be addressed
in the written program:

is to reduce worker injury and illnesses by ensuring that employers
develop effective safety programs. As with other site safety programs,
an Illness & Injury program will aid the employer in employee
safety awareness and so reduce loss time injuries and claims.

ADVANCED CHEMICAL SAFETY
