HAZARDOUS WASTE OPERATION and EMERGENCY RESPONSE:
SAFETY and HEALTH PROGRAM
29 Code of Federal Regulations 1910.120
The Federal Occupational Safety and Health Administration issued a standard, entitled Hazardous Waste Operation and Emergency Response (29 CFR 1910.120; issued March 6, 1989), which directly impacts operations conducted at hazardous waste sites. One of the requirements under this standard is that owners or operators of hazardous waste sites prepare a written Safety and Health Program.
The written Safety and Health Program must include at least the following elements:
A. An organizational structure;
B. A comprehensive work-plan;
C. A site-specific safety and health plan;
D. A safety and health training program;
E. A medical surveillance program;
F. An employer's standard operating procedures for safety and health; and
G. Any necessary interface between general program and site specific activities.
The regulation is very specific about the content of each element of the Safety and
Health Program. In addition, the program must address proper excavation procedures and
control of contractors and subcontractors. Finally, the written program must be made
available to everyone with access to the site or regulatory authority over the site.
ADVANCED CHEMICAL SAFETY has developed a generic written "SAFETY and HEALTH
PLAN" which meets the regulatory requirements of the Occupational Safety and Health
Administration. This generic document is "fill-in-the-blank" style and can be
readily tailored to meet the needs of a wide variety of facilities. ADVANCED CHEMICAL
SAFETY staff can also completely customize the Safety and Health Plan upon request.
The cost for the generic document is $45.00. To order, or for pricing information on a
customized program, contact:
